Born in Balais, Lagangilang, Abra, Philippines, he worked for the former Hilo Coast Processing Co. and was a retired car salesman for the Chevrolet and Hilo-Mazda-Subaru dealerships, a member of St. Joseph Catholic Church and founder and organizer of the Filipino Basketball Association, county Parks and Rec basketball referee and KPUA Radio announcer.
